This is true to a certain extent, but the ones always with the most at stake is the record company. Most singers out there make their career from performance proceeds, not recording contracts. Recording is often a money-losing situtation unless distribution is tremendous. There are some artists (like Courtney Love) who prefer that their recordings get disseminated for free - it translates to more concert goers.
This is the same concept as radio play - it is a teaser. It's free the first time, they want you to buy the album.
IMO, the recording industry dumbs us down and leeches off artists. All the money they get should be distributed more equitably amongst starving, talented artists everywhere. The concept of the platinum record is all about cutting costs - they want the biggest bang for their production buck. It is appalling how little money the average pop musician gets from her/his label.
We need to be extremely suspicious of any measure lobbied for by a corporation. They don't give a **** about the consumer or artist. They just want our money.
