No... in Italian, no matter what kind of Italian, there are definitely closed and open "o" and "e."
Now, *which* o's and e's are closed and which are open is definitely regional (I've found that, as a VAST generalization, the north tends to close the questionables and the south tends to open them). There are also dipththongs in certain regional dialects, as well.
