For tenors, I think high Cs are overrated. Most people, especially beginners want to sing as high and virile as Pavarotti, but there is only one Pavarotti in the world. Also, not everyone in the audience will tell the difference between a high Bb and a high C, assuming those people just paid big bucks to hear some "high notes". In 1995, Pavarotti cracked a high C on stage, he was boo'ed by the audience and the concert had to stop. Maybe if he lowered it to a High B, he could at least avoid of being boo'ed off stage. So quality is more important than quantity. Domingo rarely hits high C because he is a dramatic tenor, but people still recognize him as a great tenor.
