I was interested, but didn't really know what to write. After a bit of thinking I'm adding some comments, but I don't know how much they'll help.
I'm assuming that you're finding the expansion between your navel and sternum on inhalation. If not, you're definitely put together different from me! I tend to concentrate on the area under my solar plexus, and yes it does expand when I inhale. However, when I start to exhale (or more specifically, sing) it tends to harden and stay fixed. If I concentrate on relaxing it, and allowing it to move and soften, my singing is much freer. I am guessing that by holding this area, I am not allowing the diaphragm to move easily to either control the rate of exhalation, and then to finally move upwards to its relaxed position. I may, however, be wrong and it may just be the association of holding on that is detrimental to healthy vocal production. It is an interesting topic, but as I said, I don't know how much I can add other than more questions.
Best wishes
