I don't think this is necessarily true.
Being short doesn't mean you can't have a deep voice. It doesn't mean you can't have a large larynx, either. There was a basso in my college who was 5'5" and had a glorious voice. He was short and thick of build, and deep and cavernous of voice.
The average male larynx tends towards baritonality. I don't think there are more Asian tenors or counter tenors than there are German tenors.
