I sometimes experience the same situation and this is what I do:
I practice in the morning. I get up earlier and start with my exercises. I haven't heard any complaints from my neighbors and even if they did - too bad for them. I'd explain to them that since I am a singer I need to practice my instrument. I can't do it at night so I have to do early in the morning - they have to understand (assuming it's not at some ridiculous time like 5am or something). I also would like to know if there is a manner of practicing without actually making noise. (interesting)
