Depends on how you do it! If I inhale through my nose correctly, my palate goes up. I can feel it - and I know how it feels, trust me! If I inhale incorrectly - and by that I mean without activating the zygomatic muscles - then yes, it is down. The ideal if you have the time is a nose breath, IMHO ... if you don't, then you have no choice but to take it through the mouth. No matter how you take it, it must be (a) silent and (b) with an activated zygomatic arch.
But I agree with you re the nasal consonants - any consonants that are nasal are by their very nature created with the palate down and the nasal port open. That's why they are nasal consonants!
