Several things that can affect recording level...
Is it a line-level or mic input? "Lines" i.e. from a stereo produce much more voltage change than a mic, so a line-level input for a recorder is going to boost the incoming signal much less than a mic input would. If you only have a line-level input, you may need to pre- amplify the mic signal on its way to the recorder.
Also, find out if you mic requires phantom power. Is it a condensor mic?
