Boy, it's hard to think of something that really meets all three requirements! The only song that immediately springs to mind is Arditi's Il bacio.
Some of the Verdi songs may also work. I like La Zingara (which has a high C). Stornello is also up tempo but I haven't sung it so can't say for certain what the range is.
In the aria department (some are definitely "wordier" than others):
Tornami vagheggiar from Alcina (Handel) (there must be dozens of other Handel arias that fit this description!)
Mi tradi--from Don Giovanni (Mozart)
In uomini, in soldati and Una donna a quindici anni--from Cosi fan tutte (Mozart)
Zeffiretti lusinghieri --from Idomeno (Mozart) Though mostly sustained, this has some florid passages (and it's quite beautiful!)
Caro nome--from Rigoletto (Verdi)
Saper vorreste--from Un ballo in maschera (Verdi)
Stridono lassu--from I Pagliacci (Leoncavallo)
So anchio la virtu magica--from Don Pasquale (Donizetti)
and also the Allegro giusto section of Tacea la notte placida from Il Trovatore (Verdi)
Quite a few of the Mozart concert arias would probably fill the bill, for example:
Chi sa, chi sa... or Chio mi scordi di te..Non temer amato bene etc.
If Latin is close enough, the first and last movements of Exsultate, jubilate. ..
These last few I'm not familiar with so I can't say for certain that there is minimal text, but they may be worth investigating. I found them in Sergius Kagen's Music for the Voice:
