Kristi, the alto part might _look like it is lower than the tenor part, and sometimes it might actually be lower, but usually it is not. The convention when writing tenor parts in the treble clef is to write them an octave higher than they are sung. The reason for the convention is to avoid the use of ledger lines. Sometimes a reminder of this convention is indicated by a little "8" at the bottom of the treble clef, but often the "8" does not appear. This convention does not apply when only two staves are used for all four parts, with the soprano and alto in the treble clef and the tenor and bass in the bass clef.
