I think it has to do with the quality of the tone the singer is producing.
Experience, your own vocal training, and academic study would tell you ways to
make what you're hearing sound better if you are a teacher.

I know this isn't as prescriptive as you're probably looking for, but one thing
I have observed in my own vocal studies is how much more I can hear in others'
voices when I've identified and mastered particular issues in my own voice.
When I started, everyone who sang better than I did sounded good, and I couldn't
much distinguish between them. Now I can go to the opera and pick out all kinds
of problem areas in voices I hear.

Of course, I have to be careful, or I will run the risk of being one of those
obnoxious people who like to nitpick hard-working singers on the Opera-list!
