As one who has never been a belter and who was chosen by audition to be worked with in a belting master class at the Jan., 2001, NATS workshop, I will say that I disagree. Mary Saunders worked with me, and I came away with the awareness that if I really wanted to learn to belt, I could. It would take a lot of work, but it is definitely possible. The truth is that, at my age, it's not something I have a burning desire to do! :-) I'm glad I know more about it in order to help my students, but my singing needs really don't require me to belt, so I am not inclined to work at it as I would need to. But if I wanted to, I could, and I am confident that I could become a reasonably decent belter.
Too bad that the guy you worked with did not have the knowledge to help you. With someone else, you probably would have had a completely different experience.
