When the vocal cords are of different mass (e.g., when one is swollen) they vibrate at different frequencies. This is called dipliphonia. It is horrible to hear and you don't advise a person to continue to phonate while this is going on. I can't imagine the original comment was anything but tongue-in-cheek. Cords of the same length? Can you seriously entertain that this is not a joke?
