One thing I always assumed was a must for a soubrette was an
light "chest register" that reconciles easily into the head in a
range most operatice females would consider a high (A=440 or so).

Pretty much the same as a legit musical theatre soprano, no? Julie
Andrews type? Since comedy is so necessary for this fach, the voice
has a very natural, spoken voice timbre to it.

Coloraturas don't necessarily have that kind of good register
negotiation, though many do.
