i'm not sure what your criteria is for such a judgment. compared to the
requirements for speaking and the requirements for singing, most people who
have taken voice lessons still speak better than they sing.

when beginning a study of voice, most people speak better than they sing
so, it makes sense to begin there. beginning with one's vocal use in speech
does not mean that use will remain stagnant.

also, unless you are intending to specialize in one of the fringe styles,
like opera or heavy metal, most styles are speech based.
