Yes to both questions, IMHO. I am not a great scientific or technical maven, as many on this list are, but my experience with treating the exact same problem is to bring head down and chest up. Both will help build a good mix in the middle. Don't ask me how or what exercises to use - I can only say that the work I'm doing with my teacher right now (Cornelius Reid) on these things is helping tremendously.
I hope some of the teachers on the list will chime in on this for more detail & clarification.
