Tell him that healthy vibrato is the result of using the voice freely, that it will improve as his use of his voice improves, and that it requires no extra attention.

He doesn't have time? He doesn't know of a singing teacher in his area? In that case you might as well not bother to tell him what I suggested above. Just tell him that his voice is fine just the way it is.
