in my own experience as well as what i have seen in illustrations in vennard and miller, for vowel sounds, the tip of the tongue is usually resting against the back of the lower teeth, while the rest, or the back half of the tongue does most of the movement, the middle arching toward the place where the soft and hard palates meet for the vowel [i], for example.
of course, there are singers, bonaldo giaiotti for one, who say the back of the tongue should be low for all vowels. from what i have seen of leo nucci, he seems to agree with giaiotti as well as working the front of the tongue in the way i think you are suggesting. i can remember seeing him raise the tip toward the place where the front teeth and hard palate meet for a vowel sound. is this more along the lines of what you are talking about?
now, i'm a fan of nucci's 'sporting-event' style of singing but, i believe it to be an unusual approach, one that i have not come in contact with. that's why i'm so curious.
