Hi Responding to Richard's comments. Even if a publisher goes out of business, the copyrights owned by the publisher are assets that are normally sold. It can be difficult to track down the purchaser though. After a period following the sollapse the murk clears a little and it should become possible to find out the new owner more easily.
At the best of times, tracking down the current copyright owner is a tedious task. I have had to do it for a number of works, and it can take months, even with the Internet. Suitable targets for an initial enquiry include: Performing Rights associations (which co-ordinate payments for performances) Harry Fox agency /NMPA - http://www.nmpa.org/nmpa.html (co-ordinates music copyrights)
