Re: foreign programs.....one option that (unless it's been eliminated) is open to you as a citizen of a Commonwealth country is a 2-year young person's working visa to the UK. Check back issues of "Classical Singer" about foreign vocal study programs... and tell you're teacher you're interested in this; see what s/he comes up with!
Re: composition/arranging.... you definitely want to study up on your music theory. If you already find yourself writing stuff, though, don't ignore it! Try to get it on paper. It's amazing but the first song I ever wrote (age 10; long before I knew what a ii-V-I progression was) is actually quite good.
