Molly-
There are MANY good programs at schools that are less expensive. There are also many "expensive" schools that are well-endowed enough to provide lots of scholarship help.
I tell prospective students and their parents all the time, "Don't be afraid to look at the bottom line." Especially for performance majors. No matter how good you are, there will be a period of time when you will have to play "struggling artist" and a huge student-loan debt won't help!
Also, at the undergraduate level especially, your main concern is your private "applied voice" instructor. It doesn't matter how prestigious the program is, if you graduate without singing well your chances are greatly diminished. It is also difficult to fix a lot of technical problems on the graduate level. I know several teachers who simply will not take a graduate student (or transfer student for that matter) if they have serious technical problems-regardless of their "raw" talent.
Just some opinions!
