One solution would be for publishers to only sell in duplicates. For instance, if you purchase a vocal piece, it would be sold along with a second copy for the accompanist. Automatically. Part of a package deal. It would at least stop some copying. If you buy a duet, you'd be buying the two parts and the accompaniment--again, automatically.
Too expensive? Well, if we aren't going to make a copy we'd have to buy the extra parts anyway, right? And by purchasing what we need, perhaps the publishers could cut a break on the price for buying "in volume."
